During a three-day visit to the city of Constanza in Romania experts from Regional Inspectorate for Environment and Waters (RIOSV)-Veliko Turnovo and National Environmental Guard of Romania discussed the application of the modern approach to the control of large industrial enterprises in compliance with the directives in the field of control and prevention of pollution. The joint inspection conducted of Rompetrol oil company as a site holding complex permit added practical value to the outcome from the programme implemented. In the events that took place in the period from 25th to 27th April 2012 there participated a mixed Bulgarian-Romanian group of experts which included 23 representatives of the institutions partners in the strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, MIS-ETC Code: 166 financed under the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013.
The major topics of the joint discussions included presentation of Romanian legislation in the field of issuing complex permits and its practical application in this country. Romanian commissioners drew attention to the preparation for check-up of a site that holds complex permit for its operation, namely review of the documents and licenses available, appointment of a team that will carry out the check-up, distribution of tasks and allocation of necessary resources – transportation, equipment. During a visit to the site the following items undergo check-up: level of compliance with the regulations and statutory documents, management system of the site and compliance with the environmental protection rules and regulations. The inspection ends with a final meeting the aim of which is to inform the owner of the site about the results from the inspection as well as the corrective and punitive measures administered. The check-up entails completion of a final report that is approved and signed by the chief commissioner then entered in the national database. During the joint inspection of Rompetrol oil company the experts acquainted with the licenses for operation as well as the investment programme and policy of the company.

In result of the discussions held it was found out that the approach to the application of European directives for complex control and prevention of pollution both in Bulgaria and Romania is different depending on the specific conditions and factors in both countries. Bulgarian experts found differences in the way the stages of performing control take place as well as the manner the results from the check-up are announced. All that can be a basis of follow-up discussions for finding the best solutions for environmental control. Upcoming event is the completion of a joint procedure for inspection of enterprises operating with complex permits.
In the end of the month of June RIEW Veliko Turnovo will be the host of a joint working meeting and site check-up under Seveso Directive on the control of major-accident hazards involving dangerous substances.
