Project Objectives

Overall objective: Effective joint management of natural and anthropogenic risks in the Danube border area

Specific objectives:

• Reducing the harmful impacts for the population and environment through joint prevention, monitoring and risks control

• mprovement the emergency preparedness and intervention to combat environment pollution

Project Activities

Module 0: PROJECT MANAGEMENT – working meetings of the team, project management and sub-contracting procedures; information and publicity; support activities.

Module 1: PREVENTION – developing and printing of joint manual “Good practices for risk prevention in the Danube border area”; creation of joint working systems for risk reduction; joint training seminar and information campaign.

Module 2: INTERVENTION – provision of new machinery and equipment to improve the activities related to the risk management.

Module 3: CONTROL – implementing a common system for rapid communication when the accidents occur; organization and holding of joint procedures and inspections for control of pollution after accidents

Module 5: RISK ASSESSMENT – assessment the water state in the Bulgarian-Romanian part of the Danube river and development measures for reduction the risks of it contamination.

• Enhanced cooperation for effective management of natural and anthropogenic risks in the Danube border area;

• Reduced risks for population and environment;

• Increased capacity of the institutions and the communities for joint risk management in the Danube border area

The staff of the partners engaged with risk management, NGOs, citizens in the cross-border area

During a briefing held for the media, the project manager Ms Kameliya Dzhanabetska presented the goals and objectives of the Information day dedicated to  the fight against climate change under Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“. She emphasized  the major role each student or adult played in the efforts for providing cleaner air in the urban environment and indicated the determinate steps everyone had to take in their everyday life. The topic is a significant one and is a problem of the present day due to the increasing speed by which climate change exerts negative impact upon human life and the environment and the adverse effects of environment-unfriendly economic activities.

“Dangerous natural disasters such as draughts,  soil erosion, floods, storms, landslides and others become more common than ever. We commit to face the challenge by contributing to the efficient use of resources, application of environmentally friendly technologies and development of a low-carbon  emissions economy”, she said.

Mr. Elin Andreev awarded the winners among the students. Top score and honorary diploma was awarded to the message painting of Marinela Shishmanova from 7th B grade of „Emilian Stanev“ High School. Second was ranked Nikol Laleva from the same class in the same school. In the third place were Ivet Todorova from 6th B class of High School „Vela Blagoeva“ and Ivailo Petkov from 7th B class of  „Emilian Stanev“ High School. We are glad to greet all the participants and their mentors Ms Svetlana Brankova and Ms Anastasiya Georgieva wishing them lots of professional success and creative achievements for the well-being of our town, our region and our planet.

On 15th May 2014 at the Information Centre to the Regional Inspectorate for Environment and Waters at Veliko Tarnovo was held an Information Day under Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“,  reference number № 2s-2.2-1, MIS-ETC Code: 166 financed by the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013 dedicated to the fight against climate change

17 students from the schools Emilian Stanev and Vela Blagoeva in Veliko Tarnovo showed their attitude to and concern about climate changes reproduced in painting. The painted the world in which they want to live with all its splendour and colors of natural. They painted the sources of environmental pollution and proposed their solutions for saving the planet Earth. Cleaner air to everyone is their message to us.

All participants were granted certificates for their message paintings dedicated to the International Day of fight against climate chang. The information day was organised with the kind support and assistance of the teachers from the abovementioned schools in Veliko Tarnovo as well as Mr Vladislav Ivanov, expert on European projects whom we would like to express our gratitude to.

In this spring month of May when nature is waking up to a new life, a flock of birds is rising high up in the sky and the young generation is in hectic preparations for their flight to the future. A flight, which however, can be easily darkened by the negative impact global warming exerts. Here rises the question: What threatens our planet and what can save it?

Turning back to my past, I can see how many efforts all of us have put in working and studying, both at home and at school, with the kind support of our parents and teachers, together with our friends and schoolmates, we have been in a constant process of building the vision of the world we live in.

On 15th May will be held an information day under under Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, reference number № 2s-2.2-1, MIS-ETC Code: 166 financed by the European Regional development fund and the State budgets of Republic of Bulgaria and Republic of Romania under the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013.

During that information day between 10 and 12 A.M. at the Information centre to the Inspectorate students from several schools in Veliko Tarnovo will be given the chance to draw in colours their messages about decreasing the pollution in the air with greenhouse gases and preventing further climate changes. The messages will be further promoted with the kind support of the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013 and through project partners will reach the public in the crossborder area of the Danube river.

Cross-border partnerships are an integral part of the European Union strategy concerning the Danube river region, their aim being to unite the efforts of both the people and the communities for the protection of the environment by means of environmental risk management, restoration and maintenance of the quality of waters, air and soils as well as the protection and preservation of biodiversity and landscape.

A collective response to these common challenges provides the strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“,  reference number № 2s-2.2-1, MIS-ETC Code: 166. Eight organisations take part in its implementation. The project itself has been kindly supported by the Cross-border Cooperation Programme Romania-Bulgaria 2007-2013. We have received a grant by the European Regional Development Fund to the amount of 9.7 million euro, out of which nearly 340 000 euro has been allotted to the environmental partner – Regional Inspectorate for Environment and Waters in Veliko Tarnovo. During the draft stage of the project and further during its implementation since 2009 so far we have been applying a common approach to finding the best solutions related to the protection of people from environmental impact and potential risks to their health and well-being.

The Danube river area faces a number of environmental threats – climate change, pollution of waters, floods, direct impact upon biodiversity and a lot of other natural and anthropogenic risks related to the environment. A collective response to these common challenges provides the strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“,  reference number № 2s-2.2-1, MIS-ETC Code: 166 which is being implemented by eight organisations under Cross-border Cooperation Programme Romania-Bulgaria 2007-2013. The funding approved by  the European Regional Development Fund is to the amount of 9.7 million euro, out of which nearly 340 000 euro has been allotted to the environmental partner – Regional Inspectorate for Environment and Waters in Veliko Tarnovo. The joint work under the project started in 2009 and the goals were to build security and friendly environment to both people and their children in future.

The team of experts, dedicated to the project implementation is proud to announce the following results at the end of the second stage: 644 191 levs actually reimbursed, which make 82,34 % of the approved project budget that totals 782 320 levs, and agreed on 701 607 levs. With such a score Veliko Tarnovo environmental inspectorate is the leader among all the partners in relation to the level of sustainable use of the financial resources granted as well as the completion of all the planned actions. The achievement of the project goals has been made possible with the kind assistance of the Ministry of the Environment and Waters and Minister Iskra Mihailova, personally, as well as the stable working partnership with Romanian organisations, customs offices representatives, public authorities, private sector and non-governmental organisations from the cross-border area.

On 31st January 2014 will be held an information day under Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“,  reference number № 2s-2.2-1, MIS-ETC Code: 166 financed by the European Regional development fund and the State budgets of Republic of Bulgaria and Republic of Romania under the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013.

Main emphasis will be laid upon the biodiversity which forms the basis for the functioning of the ecosystems and the provision of ecosystems services. Biodiversity has significant impact on the wellbeing of both people and the regions they live in, contributing to the safety of supplies, the health of each next generation, clean air and fresh water supply, while supporting the local ways of living and economic development.
