Project Objectives
Overall objective: Effective joint management of natural and anthropogenic risks in the Danube border area
Specific objectives:
• Reducing the harmful impacts for the population and environment through joint prevention, monitoring and risks control
• mprovement the emergency preparedness and intervention to combat environment pollution
Project Activities
Module 0: PROJECT MANAGEMENT – working meetings of the team, project management and sub-contracting procedures; information and publicity; support activities.
Module 1: PREVENTION – developing and printing of joint manual “Good practices for risk prevention in the Danube border area”; creation of joint working systems for risk reduction; joint training seminar and information campaign.
Module 2: INTERVENTION – provision of new machinery and equipment to improve the activities related to the risk management.
Module 3: CONTROL – implementing a common system for rapid communication when the accidents occur; organization and holding of joint procedures and inspections for control of pollution after accidents
Module 5: RISK ASSESSMENT – assessment the water state in the Bulgarian-Romanian part of the Danube river and development measures for reduction the risks of it contamination.

• Enhanced cooperation for effective management of natural and anthropogenic risks in the Danube border area;
• Reduced risks for population and environment;
• Increased capacity of the institutions and the communities for joint risk management in the Danube border area

On 13th January 2014 at the Information Centre of RIEW – Veliko Tarnovo was held yet another work session of the project team involved in the implementation of the Strategic project Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, financed by the European Regional development fund and the State budgets of Republic of Bulgaria and Republic of Romania under the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013.
Representatives of RIEW – Veliko Tarnovo, which is the Partner No 4 in the Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, reference number № 2s-2.2-1, MIS-ETC Code: 166, took part in the Eleventh meeting of the Joint Steering Committee of the project which was held in the town of Giurgiu, Romania on 17th December 2013. During the abovementioned meeting it was announced that Veliko Tarnovo environmental inspectorate is the leader among all Romanian and Bulgarian partners in relation to the level of sustainable use of the financial resources granted as well as the completion of all the planned actions with a total result of 70,2 % used and actually reimbursed funds under the approved project budget. The activities related to the protection of the citizens against environmental impact and risks to their health and well-being have been carried out according to the European Regional Development Fund Grant Agreement in cooperation with the Ministry of Environment and Waters and Minister Iskra Mihailova, personally. Our ambitions stretch as far as achieving by the end of the third year of the project implementation full use of the project resources reaching the highest possible score in the framework of the Crossborder Cooperation Programme Romania-Bulgaria for the first planning period of our country membership in the European Union 2007-2013. The second place in the level of sustainable use of financial resources at a rate of 65,2 % is occupied by the Partner No 3, that is National Environmental Guard of Romania.
The Lead partner under the strategic project “Joint risk monitoring during emergencies in the Danube area border” – General Inspectorate for Emergency Situations – Romania was represented by Mrs. Alissa Rusen – project manager.
During the meeting with members of the RIEW team were discussed the issues connected with implementation of activities, financial project management and ssituation of Addendum 4 to the Subsidy contract as well as the findings of held audit on the project.
On 18 October will be held information day under the strategic project “Joint risk monitoring during emergencies in the Danube area border”, MIS ETC Code 166, financed by CBC Programme Romania – Bulgaria 2007 – 2013.
During this day, from 14.15 p.m experts from RIEW and Regional Laboratory – Veliko Tarnovo will make a demonstration of sampling and analysis of water samples from the Yantra river on Stambolov Bridge in the town of Veliko Tarnovo.
We invite the citizens of the town, students, NGOs and the media to join us.
Experts from the Regional Inspectorate of Environment and Water – Veliko Tarnovo and the National Environmental Guard, Romania will share experiences and best practices for risk prevention in the cross-border region of the Danube river within the project “Joint risk monitoring during emergencies in the Danube area border” MIS-ETC Code: 166, funded by the European Regional Development Fund and the state budget of the Republic of Bulgaria by CBC Programme Romania – Bulgaria 2007 – 2013.
The study visit is organized in the period from 08 to 10 October 2013, in Arbanassi village, in partnership with the Foundation “Publicity of Europerspective”. Its purpose is to exchange experience and knowledge for the effective implementation of Directive 2010/75/EU on industrial emissions and both directives for protection of Europe’s biodiversity, led to the establishment of European environmental network Natura 2000 – for protection of birds and habitats.
In relation to the management of strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, reference number № 2s-2.2-1, MIS-ETC Code: 166 in which Regional Inspectorate for Environment and Water – Veliko Tarnovo is partner No 4 from Bulgaria, a team from the Inspectorate took part in the tenth work session of the Joint Steering Committee that was held in the town of Calarasi in Romania on 17th September 2013.
The meeting was attended by Eng. Ginka Savcheva – Director of RIEW – Veliko Tarnovo, Mrs. Kamelia Dzhanabetska Project Manager for RIEW – Veliko Tarnovo and Mrs. Milka Asenova – expert information and publicity for the project.
The issues that were discussed were connected with implementation of project activities, absorption of funds in 2013, conducting public procurement. Upon presentation of the summary of expenditure that were requested for reimbursement at the end of July 2013 it became clear that partners with the higher level of project activities implementation and the most utilized resources are Partner 3 National Environmental Guard – Romania with 64.66 % and Partner 4 RIEW – Veliko Tarnovo with 60.06 %.
On September 20, 2013 will be held an information day on the strategic project “Joint risk monitoring emergency in the border region of the Danube ” Reference № 2s-2.2- 1, MIS-ETC Code 166, financed by CBC Programme Romania – Bulgaria 2007-2013 .
In time from 13.00 to 16.00 p.m citizens who are interested in specific issues related to the activities and achievements of the project will be able to receive information and materials from RIEW – Veliko Tarnovo team. Data and information on air quality in the RIEW region and throughout the Danube border region will be available to the public.
On 23 of August, 2013 RIEW – Veliko Tarnovo hosted on-the spot visit by Lead partner – General Inspectorate for Emergency Situations – Romania, represented by Mrs. Alissa Rusen – project manager.
During the meeting with members of the RIEW team were discussed the issues connected with implementation of activities under the strategic project “Joint risk monitoring during emergencies in the Danube area border”, indicators for achieving the project goals, public procurement procedures, deadlines for preparation and presenting the progress reports and reimbursement claims as well as the results from correspondence with PP8 UVT.
