Project Objectives
Overall objective: Effective joint management of natural and anthropogenic risks in the Danube border area
Specific objectives:
• Reducing the harmful impacts for the population and environment through joint prevention, monitoring and risks control
• mprovement the emergency preparedness and intervention to combat environment pollution
Project Activities
Module 0: PROJECT MANAGEMENT – working meetings of the team, project management and sub-contracting procedures; information and publicity; support activities.
Module 1: PREVENTION – developing and printing of joint manual “Good practices for risk prevention in the Danube border area”; creation of joint working systems for risk reduction; joint training seminar and information campaign.
Module 2: INTERVENTION – provision of new machinery and equipment to improve the activities related to the risk management.
Module 3: CONTROL – implementing a common system for rapid communication when the accidents occur; organization and holding of joint procedures and inspections for control of pollution after accidents
Module 5: RISK ASSESSMENT – assessment the water state in the Bulgarian-Romanian part of the Danube river and development measures for reduction the risks of it contamination.

• Enhanced cooperation for effective management of natural and anthropogenic risks in the Danube border area;
• Reduced risks for population and environment;
• Increased capacity of the institutions and the communities for joint risk management in the Danube border area

The work session covers theoretical modules dedicated to the environmental protection as a key priority for government administration, the changes introduced in the environmental laws, the protection and the efficient use of biodiversity as well as the protection of waters in both the Danube river and the Black sea regions, miscellaneous environmental issues and the perspectives to their resolution. Special attention will be drawn to the cooperation between territories based on the uniting power of water.
Constituent part of the practical exercises will be the visit to the natural preserve Kaliakra, the wet zones Bolata and Taukliman ( a.k.a. „The Bird bay“) as well as the natural reserve Zlatni pyasatsi (Golden sands).
On 30th July 2012 will be held an information day under Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, reference number № 2s-2.2-1, MIS-ETC Code: 166 financed by the European Regional development fund and the State budgets of Republic of Bulgaria and Republic of Romania under the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013.
The information day will be dedicated to the announcement of the results from the two-year work under this project the topic of which is the protection of the environment and the waters in the cross-border area of the Danube river.
In the time period between 10.00-16.00 h all citizens who are interested in specific issues related to the activities under the project as well as its feasible results will be able to talk to Ms Kameliya Dzhanabetska – Project Manager on behalf of RIEW – Veliko Turnovo and a member of the Joint Steering Committee under the project.

Members of the team working under Strategic project „RISK“ of Regional Inspectorate for Environment and Waters in Veliko Turnovo took part in a working meeting organised by the Joint Technical Secretariat of the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013. The meeting was held on 2nd July 2013 in the conference hall of Municipality of Pleven. The topic of the meeting was “Aspects of the implementation of projects and measures in relation to increasing the level of use in the framework of the Programme”.
Experts from the Joint technical Secretariat of the programme delivered presentations and the topics for reporting the level of completion and financial progress of the projects, amendments to financing agreements as well as the instructions by the Managing authority of the programme concerning the project implementation.
Experts from the Regional Inspectorate for Environment and Waters in Veliko Turnovo and the National Environmental Guard of Romania conducted in the period 25th-26th June 2013 joint inspections for control of cross-border transportation of waste along the Danube river at three border crossings – Zimnicea – Svishtov, Giurgiu- Ruse and Călăraşi – Silistra.
The inspections aim at exchanging experience and good practices in controlling the application of Regulation EC № 1013/2006 of European Parliament and Council regarding transportation of waste. Bulgaria and Romania as member-states of European Union must apply, in particular, that specific part of European legislation concerning waste management which is defined as being a key priority in EU Environmental policy.
Regional Inspectorate for Environment and Waters in Veliko Turnovo celebrated the International Danube Day – June 29 in the town of Svishtov. During a briefing with journalists, Managing Director of RIEW Veliko Turnovo, Dipl. Eng Elena Grigorova briefed the participants with the current status and preservation of water in the Bulgarian section of the river.
On the occasion of International Danube Day – June 29, appealing for common actions for environment protection and water, Regional Inspectorate of Environment and Water – Veliko Tarnovo organizes a briefing under the strategic project “Joint risk monitoring during emergencies in the Danube area border” (RISK), MIS ETC Code 166, financed by CBC Programme Romania – Bulgaria 2007 – 2013.
The briefing will be held on 29 June 2013 at 11:00 in “Hunting lodge” in the town of Svishtov.

Around 250 participants attended the forum – representatives of Bulgarian and European institutions, ambassadors, representatives of non-governmental and professional organizations, “green” businesses, experts, academics, media and others.
The event was haled with the special appearance of Mr. Janez Potočnik, European Commissioner for the Environment, and was opened by the President of the Republic of Bulgaria, Mr. Rosen Plevneliev. Among the speakers at the event were Lasse Gustavsson, Executive Director, Conservation, WWF International, Vesselina Kavrakova, Programme manager, WWF Bulgaria, Colin Wolfe, DG – Regional and urban policy, Iskra Mihaylova, Minister of Environment and Waters, and others.
During the event we had business conversation with minister Mihaylova for the implementation of our project RISK and the necessity of funds for activities, which gave positive result.
The event was organized by the international organisation WWF in cooperation with the Representation of the European Commission in Bulgaria.
In relation to the management of strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, reference number № 2s-2.2-1, MIS-ETC Code: 166 in which Regional Inspectorate for Environment and Waters Veliko Turnovo is partner No 4 from Bulgaria, a team from the Inspectorate took part in the Ninth work session of the Joint Steering Committee that was held in the town of Alexandria in Romania on 18th June 2013. The goal was to achieve better management and development of partner relations as well as taking proper decisions for overcoming difficulties and obstacles.
The discussions as per the points in the agenda were linked with issues concerning the progress in the implementation of project activities observing the schedule, use of funds and financial management in the last quarter, activities planned for the next quarter as well as the risks for possible failure to complete the benefits planned and achieve project goals.
Today, during a work meeting held in RIEW Veliko Turnovo on the occasion of 5th June World Environment Day, Dipl. Eng. Elena Grigorova awarded mayors and environmentalists from municipalities, local businesses, schools and kindergartens, media and regional institutions for their contribution and partnership in environmental protection in the region.
The award „Municipality of the Year“ was granted to Municipality of Gabrovo.
The award „Environmentalist of the Year“ was granted to Ms Zornitsa Kancheva from Municipality of Veliko Turnovo.
On the occasion of 5th June World Environment Day the Regional Inspectorate for Environment and Waters in Veliko Turnovo organises a work meeting during which it will present key moments from the information campaign dedicated to environmental protection and environment friendly behaviour for decreasing food waste and enhancing quality of air on the territory of both districts of Veliko Turnovo and Gabrovo. The meeting will be held on 5th June 2013 /Wednesday/ at 10.30 AM at the Information Centre of RIEW Veliko Turnovo. The agenda of the event is related to both leading topics:
- „Think, Eat. Save”, an initiative announced by the United Nations environment programme and aimed against loss of food and its turning into waste. The initiative encourages actions for decreasing the quantity of food waste, introduction of more efficient and enhanced production technologies and limiting the impact upon the environment in food processing industries.
- „Cleaner Air for Everyone“, an initiative defined by the European Commission as Green week and scheduled for the period between 2nd and 7th June 2013. This initiative is aimed at encouraging the dialogue between politicians, representatives of businesses and industry, non-governmental organisatios, academic circles and media for improving the quality of air in European Union.
