Project Objectives
Overall objective: Effective joint management of natural and anthropogenic risks in the Danube border area
Specific objectives:
• Reducing the harmful impacts for the population and environment through joint prevention, monitoring and risks control
• mprovement the emergency preparedness and intervention to combat environment pollution
Project Activities
Module 0: PROJECT MANAGEMENT – working meetings of the team, project management and sub-contracting procedures; information and publicity; support activities.
Module 1: PREVENTION – developing and printing of joint manual “Good practices for risk prevention in the Danube border area”; creation of joint working systems for risk reduction; joint training seminar and information campaign.
Module 2: INTERVENTION – provision of new machinery and equipment to improve the activities related to the risk management.
Module 3: CONTROL – implementing a common system for rapid communication when the accidents occur; organization and holding of joint procedures and inspections for control of pollution after accidents
Module 5: RISK ASSESSMENT – assessment the water state in the Bulgarian-Romanian part of the Danube river and development measures for reduction the risks of it contamination.
Project Results
• Enhanced cooperation for effective management of natural and anthropogenic risks in the Danube border area;
• Reduced risks for population and environment;
• Increased capacity of the institutions and the communities for joint risk management in the Danube border area

The staff of the partners engaged with risk management, NGOs, citizens in the cross-border area

On 21 of May, 2013 representatives of Lead partner visited RIEW – Veliko Tarnovo in connection with the implementation of the project “Joint risk monitoring during emergencies in the Danube area border” MIS ETC Code 166, financed under Romania – Bulgaria Cross Border Cooperation Programme 2007-2013.
During the working meeting there were discussed the questions regarding the project implementation, project management as well as questions on the partnership. RIEW team informed the Lead partner about the results from meetings with PP 8 UVT connected with signing an agreement for transfer of part of project activities from UVT to RIEW.
Both partners in strategic project “RISK” discussed the joint activities in 2013 and the new project initiatives for the next programing period.
Regional Inspectorate of Environment and Water – Veliko Tarnovo, together with ICMET – Craiova, Romania – partners in strategic project “Joint risk monitoring during emergencies in the Danube area border”, MIS-ETC Code: 166, financed under Romania – Bulgaria Cross Border Cooperation Programme 2007-2013 organizes seminar on the topic “Air quality in the Danube area border” on 17 May 2013 in Information center of RIEW – Veliko Tarnovo. The project “Joint risk monitoring during emergencies in the Danube border area”, implemented under Romania – Bulgaria Cross Border Cooperation Programme 2007-2013, was selected by the Managing Authority of the Programme – Romanian Ministry of Regional Development and Public Administration to participate in the media campaign to promote joint initiatives which it supports. Regional Inspectorate of Environment and Water in Veliko Tarnovo has been selected as a partner from Bulgaria for the presentation of the activities and the development of cross-border cooperation in the framework of the project. We accept this fact as recognition for the good work and high evaluation of achieved results.
Bulgarian leaders have focused on RIEW – Veliko Tarnovo initiatives to improve environmental security and strengthening the sustainability on disasters and accidents. They emphasized the contribution of the experts team for the results of joint work, the activation of bilateral dialogue, the implementation of new approaches and procedures, and outlined the prospects for development on achievements during the second planning period of our country’s membership in the European Union from 2014 to 2020.
On the occasion of World Water Day – March 22, International Year of Water Cooperation 2013 and the need for common action for water and environment protection RIEW – Veliko Tarnovo organizes briefing with the institutions responsible for water protection, and media that will be held on 22.03.2013 at the Information center RIEW – Veliko Tarnovo.
Invitations were sent to mayors of municipalities and environmentalists, representatives of water companies, experts from Basin Directorate for Water Management – Pleven and Water Bureau – Veliko Tarnovo, as well as to regional offices “Fire Safety and Protection of Population.”
RIEW team visited Giurgiu, Romania on 19 March 2013 to participate in the 8th Steering Committee meeting of the strategic project. The meeting was attended by eng. Elena Grigorova – Director of RIEW – Veliko Tarnovo and the Joint Steering Committee, Mrs. Kamelia Dzhanabetska – Project Manager for RIEW – Veliko Tarnovo and Mrs. Milka Asenova – expert information and publicity for the project.
The issues that were discussed were connected with the activities for the project and financial management for the past three months, and findings from site visits by Lead partner as well as problems encountered in the preparation of summary reports on progress and summary request for reimbursement of the project. Executive team of Lead partner presented what clarification were requested by the Managing Authority (MA) of CBC Programme regarding the request for Addendum 4 of the Subsidy contract from ERDF.

Subject of the visit was the implementation of the strategic project “RISK” MIS ETC Code 166, financed under CBC Programme Romania – Bulgaria 2007 – 2013.
The meeting, held on 13.03.2013 was attended by 15 experts from the joint Bulgarian-Romanian team. The discussion was connected with reporting of common indicators for project implementation, timetable of activities in 2013 and submission of progress reports, upcoming audit for all partners, joint events with direct partner RIEW – Veliko Tarnovo National Environmental Guard of Romania.
