Project Objectives
Overall objective: Effective joint management of natural and anthropogenic risks in the Danube border area
Specific objectives:
• Reducing the harmful impacts for the population and environment through joint prevention, monitoring and risks control
• mprovement the emergency preparedness and intervention to combat environment pollution
Project Activities
Module 0: PROJECT MANAGEMENT – working meetings of the team, project management and sub-contracting procedures; information and publicity; support activities.
Module 1: PREVENTION – developing and printing of joint manual “Good practices for risk prevention in the Danube border area”; creation of joint working systems for risk reduction; joint training seminar and information campaign.
Module 2: INTERVENTION – provision of new machinery and equipment to improve the activities related to the risk management.
Module 3: CONTROL – implementing a common system for rapid communication when the accidents occur; organization and holding of joint procedures and inspections for control of pollution after accidents
Module 5: RISK ASSESSMENT – assessment the water state in the Bulgarian-Romanian part of the Danube river and development measures for reduction the risks of it contamination.

• Enhanced cooperation for effective management of natural and anthropogenic risks in the Danube border area;
• Reduced risks for population and environment;
• Increased capacity of the institutions and the communities for joint risk management in the Danube border area

The staff of the partners engaged with risk management, NGOs, citizens in the cross-border area

For second time, a team of the General Inspectorate for Emergency Situations – Romania – Lead partner in strategic project “RISK” visited RIEW – Veliko Tarnovo to check the status of implementation of the project for the serial quarter of its launch. During the meeting with members of the RIEW team were discussed the issues connected with phase of activities implementation, the conduct of public procurement procedures, preparation of project reports. The team of General Inspectorate noted that there are changes in the Manual for the implementation of projects under CBC Programme Romania – Bulgaria 2007-2013, which must be taken into account in the implementation of activities.
RIEW – Veliko Tarnovo team participated in a bilateral working meeting with the General Inspectorate for Emergency Situations – Romania – Lead partner in the strategic project “Joint risk monitoring during emergencies in the Danube area border”, MIS ETC Code 166. Business visit took place on 11.10.2012, in Bucharest, Romania, as there were discussed the issues related to the progress of the project and its implementation.
The introduction of a model for both risk and environmental impact assessments to be used in planning the control check-ups of enterprises, installations and equipment working with permits and licenses issued under IPPC and SEVESO directives (complex permits and chemical accidents hazards) will lead to the optimization of the system for control concerning the frequency, recurrence and efficiency of the inspections conducted as well as to the reduction of the pollution of the components of environment.
In compliance with the Rules for operation of Crossborder Cooperation Programme Romania-Bulgaria 2007-2013. and the Joint Steering Committee of the project RISK and by invitation from the leading project partner Ministry of Administration and Interior of Romania – General Inspectorate for Emergency Situations a delegation from RIEW Veliko Turnovo lead by Dipl. Eng. Elena Grigorova – Managing director and a member of the Committee, participated for a sixth time in the partners work meeting that took place on 25th September 2012 in Călăraşi, Romania. Discussions that were held according to the agenda were frank and transparent focusing through open dialogue upon issues related to the progress in the project implementation in the determined deadlines, the spending of the funds and the financial management in the last quarter, the presentation of the conclusions made following on-site visits to the partners from the cross-border area, the activities planned for the next quarter as well as the existing risks for the implementation of benefits and achievement of project goals and objectives. Host of the meeting was Ms Oglaksi – project manager from INSOFT DEVELOPMENT&CONSULTING S.R.L. Who insisted on strict observation of all obligations in compliance with the Subsidy Agreement from European regional development fund.

Today, on 22nd September 2012, at RIEW Veliko Turnovo you will be able to receive information by project leader Ms Kamelia Djanabetska as well as promotional materials dedicated to the implementation of the Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, reference number № 2s-2.2-1, MIS-ETC Code: 166 financed by the European Regional development fund and the State budgets of Republic of Bulgaria and Republic of Romania under the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013 – a project we are proud of, because it protects climate and encourages strategic thinking about moving in the right direction, which means for us cities where the air is clean, there is less noise, no traffic and reaching any destination is easy while citizens enjoy quality of life.
Members of the team working on the strategic project RISK at the Regional Inspectorate for Environment and Waters in Veliko Turnovo participated in a working meeting,organised by the Joint Secretariat to Crossborder Cooperation Programme Romania-Bulgaria 2007-2013.
A team from the Romanian General Inspectorate for Emergency Situations – a leading partner in the Strategic project RISK – visited RIEW Veliko Turnovo. During the working meeting with the members from the team at RIEW Veliko Turnovo were discussed issues related to the status of activities completion, the level of spending the budget as well as the most frequently occuring problems. The role the Inspectorate plays and its efforts in the project were highly appreciated.
Bulgarian experts working with RIEW Veliko Turnovo on Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, reference number № 2s-2.2-1, MIS-ETC Code: 166 financed by the European Regional development fund and the State budgets of Republic of Bulgaria and Republic of Romania under the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013 together with commissioners from the Romanian National Environmental Guard conducted a joint work visit to Natural park Zhelezni vrata (Iron Gates) in the period 10-12th July 2012 in order to get acquainted with the methodology for control of the protected territories in Romania and its application in the preservation of biodiversity.
