Project Objectives
Overall objective: Effective joint management of natural and anthropogenic risks in the Danube border area
Specific objectives:
• Reducing the harmful impacts for the population and environment through joint prevention, monitoring and risks control
• mprovement the emergency preparedness and intervention to combat environment pollution
Project Activities
Module 0: PROJECT MANAGEMENT – working meetings of the team, project management and sub-contracting procedures; information and publicity; support activities.
Module 1: PREVENTION – developing and printing of joint manual “Good practices for risk prevention in the Danube border area”; creation of joint working systems for risk reduction; joint training seminar and information campaign.
Module 2: INTERVENTION – provision of new machinery and equipment to improve the activities related to the risk management.
Module 3: CONTROL – implementing a common system for rapid communication when the accidents occur; organization and holding of joint procedures and inspections for control of pollution after accidents
Module 5: RISK ASSESSMENT – assessment the water state in the Bulgarian-Romanian part of the Danube river and development measures for reduction the risks of it contamination.

• Enhanced cooperation for effective management of natural and anthropogenic risks in the Danube border area;
• Reduced risks for population and environment;
• Increased capacity of the institutions and the communities for joint risk management in the Danube border area

Three members of the team working on the strategic project RISK at the Regional Inspectorate for Environment and Waters in Veliko Turnovo participated in a working meeting, organised by the Joint Secretariat to Crossborder Cooperation Programme Romania-Bulgaria 2007-2013. The meeting was held on 4th July 2012 at the Prestige hotel in the town of Belene and it was called to discuss issues related to the financial and technical progress of the projects as well as amendments to the finance agreements. All participants discussed problems they face in the process of project implementation and received explanation by the experts from the Joint Technical Secretariat.
RIEW team disseminated promotional and information material prepared in the framework of the project.
Five members of the team working on the Strategic project RISK at the Regional Inspectorate for Environment and Waters in Veliko Turnovo participated in a work meeting, organized by the Joint Technical Secretariat to Crossborder Cooperation Programme Romania-Bulgaria 2007-2013.The meeting was held on 3rd July 2012 at the Conference Hall of the Regional Council in Giurgiu.
Today, 29th June 2012,there will be held an information day dedicated to the protection of the purity of the water and cross border partnership built by RIEW Veliko Turnovo in the framework of the Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, reference number № 2s-2.2-1, MIS-ETC Code: 166 financed by the European Regional Development fund and the State budgets of Republic of Bulgaria and Republic of Romania under the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013.
RIEW Veliko Turnovo and the Romanian institutions National environmental Guard, National Environmental Agency as well as the General Inspectorate for Emergencies will discuss control and prevention of chemical hazards and environmental incidents and the means for limiting their consequences. Discussions and the check-up of an industrial site are all part of a joint inspection „Application of SEVESO II Directive related to control of risk in chemical hazards situations“, organised by RIEW which will take place in the village of Arbanassi in the period 25-27th June 2012. Team of experts from RIEW Veliko Turnovo and Romanian National Environmental Guard conducted a work visit to the largest aluminium manufacturing industry in Romania ALRO and examined in details the technology for production and the methodology for control of sites that hold complex permits in compliance with European directives.
On 5th June 2012 there will be held an information day, a part of the Strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, MIS-ETC Code: 166 financed under the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013. There will be disseminated among parties involved as well as cross-border community an information report about project progress following it start-up on 22nd June 2011.The report is entitled “RIEW Veliko Turnovo builds capacity for reaction in emergencies with cross-border impact”.

During a three-day visit to the city of Constanza in Romania experts from Regional Inspectorate for Environment and Waters (RIOSV)-Veliko Turnovo and National Environmental Guard of Romania discussed the application of the modern approach to the control of large industrial enterprises in compliance with the directives in the field of control and prevention of pollution. The joint inspection conducted of Rompetrol oil company as a site holding complex permit added practical value to the outcome from the programme implemented. In the events that took place in the period from 25th to 27th April 2012 there participated a mixed Bulgarian-Romanian group of experts which included 23 representatives of the institutions partners in the strategic project „Joint Risk Monitoring during Emergencies in the Danube Area Border“, MIS-ETC Code: 166 financed under the Crossborder Cooperation Programme Romania-Bulgaria 2007-2013.
The long-standing initiative and undertaking to develop and implement the strategic project “Joint risk monitoring during emergencies in the Danube area border” gathered at a workshop in Veliko Tarnovo 43 ecologists, inspectors and civil society activists from the public institutions National Environmental Protection Agency, Romania, Romanian Water, the Regional Inspectorates of Environment and Water of Montana, Pleven, Varna and Veliko Tarnovo, Danube River Basin Directorate, Pleven and the NGOs Eurosociety Tarnovgrad, GeoEcoClub Academica and National Movement Ecoglasnost, Veliko Tarnovo, working in the Bulgarian part of Danube river basin – the river that connects us through the bridges of cooperation, solidarity and joint efforts for environmental protection and sustainable management of the natural and anthropogenic risks. For more than three years, during the first period of our countries’ membership in the European Union, we have been building a mutually beneficial partnership and we believe that this project, this seminar, this workshop, and the adopted joint procedure are our next steps in developing a working and lasting cooperation.
A joint procedure 01/12/2011 between RIEW Veliko Tarnovo, Bulgaria, and the National Environmental Protection Agency of Romania for real-time communication during emergencies caused by accidental pollution in the Danube river basin with cross-border impacts will be officially signed on 27 March 2012 in Veliko Tarnovo. The procedure is developed within the project “Joint risk monitoring during emergencies in the Danube area border”, MIS-ETC Code: 166, funded by the European Regional Development Fund and the State Budget of the Republic of Bulgaria through the Romania – Bulgaria Cross-Border Cooperation Programme 2007-2013.
